Enhanced Treatment Foster Care
Arrow’s Enhanced Treatment Foster Care (ETFC) is designed to provide children, youth and caregivers with the education and skills needed to effectively cope with trauma while minimizing trauma-related behaviors.

A Home For Youth In Need
Maryland is home to approximately 4,000 youth in foster care. While most are placed in stable homes, a small group—typically 20 to 30 youth at any given time—are living in hospitals or hotels simply because there aren’t enough families available to care for them.
These youth often have complex needs, including:
- Histories of trauma
- Mental health needs
- Developmental disabilities
- Autism
They need dedicated, compassionate families who can offer the support, stability and understanding they deserve.

Make A Difference
We are seeking families who are ready to make a meaningful difference.
- Have a family member available to the youth 24/7.
- Dedicate around 5 hours per week to services that support the youth’s development.
- Welcome youth between the ages of 12 and 20 into their home.

How Arrow Supports
- A higher stipend to allow families to be available to the youth – $170.73 daily compared to $66.19 daily for Treatment Foster Care.
- 24 hour access to Arrow staff
- A dedicated case manager, family centered treatment practitioner and Behavior Support Specialist.
- Paid respite
- Training in Together Facing the Challenge, an evidence-based foster parent training program.
- Family Centered Treatment: an intensive in-home treatment model that both addresses trauma and behavior of youth and provides support and tools for caregivers.
- Foster parents must be 21 years of age or older in order to be considered for certification as a foster family with Arrow
- Prospective foster parents and any household member 18 and over must be willing to comply with state and federal requirements for criminal background checks and abuse registries as determined by each state regulatory agency.
- Prospective families must be willing to participate in a comprehensive home study conducted by Arrow in order to be approved for certification.
- Prospective families must be willing to have inspections completed on their home, to include fire and environmental safety reviews.
- Foster parents must have financial resources that allow them to provide for children’s needs without reliance on the daily reimbursement
