MOUNTAIN ROAD
We offer a small, nurturing, and structured environment with full-day education, integrated therapy and assistive technology to support access to the curriculum. Our program emphasizes strong home, school and community connections, with positive behavior supports, quarterly treatment team meetings and a collaborative atmosphere that helps students thrive.
OUR PRIMARY GOAL
At The Arrow Center for Education Mountain Road, students receive personalized 1:1 support in a safe, caring environment. We blend evidence-based behavior strategies, daily living skills, and social-emotional learning to help students grow. With a focus on IEP goals and strong family collaboration, we empower every student to build confidence, independence, and lifelong success.
Our school serves students with a wide range of learning needs, including Autism (14), Intellectual Disability (01), and Multiple Disabilities (10). We also welcome students who have faced challenges in traditional public school settings. With individualized support and a nurturing environment, we help every student build confidence, develop essential skills, and thrive academically and socially.
THE STUDENTS WE SERVE
We offer small class sizes of just 6–9 students, with individualized instruction guided by each student’s IEP. Using ABA principles, our classrooms apply errorless teaching and systematic methods to build core skills. Instruction is strengthened through frequent reinforcement, a focus on functional life skills, and opportunities for peer modeling that support social growth. Highly qualified staff provide consistent guidance and encouragement, ensuring every student receives the support they need.
As students progress, the program gradually promotes greater independence, both in academics and in daily life, equipping them with the tools to thrive in and beyond the classroom.
OUR SCHOOLS
CURRICULUM
We implement the Harford County Public School (HCPS) curriculum. If a class is offered for a student who is not a HCPS student, and HCPS does not have a curriculum available, another Local School System’s curriculum may be used.
For our students working towards a diploma, the curriculum will be accommodated as designated in the IEP. For students working to a certificate of completion, more significant modifications to the curriculum may be made, so the students is being taught to the their appropriate instructional level.

THE MOUNTAIN ROAD TEAM
Special Educators – certified through the Maryland State Department of Education. Each teacher works in a self-contained classroom, with no more than six to nine students.
Assistant Teachers – who support the instruction and classroom environment. Assistant Teachers remain with the same groupings of students throughout the day, and partner closely with the Teacher in providing quality group and individualized instruction.
Speech-Language Pathologists – who along with addressing the goals and services on the IEP, work in tandem with the entire team, to facilitate communication growth and ensure the successful use of Assistant Technology.
Occupational Therapists – who along with addressing the goals and services on the IEP, work in tandem with the entire team, to facilitate addressing of sensory needs.
Behavior Specialists – who provide preventative behavioral support, as well as safe and respectful crisis management as needed
A contractual Psychiatrist – who partners with families to provide evaluator services and medication management as needed
A contractual Clinician – who provides individual and group therapy, and support the growth in social-emotional and self-management goals on the IEP.
A Treatment Coordinator – who is the contact point for all related services
A BCBA – who oversees the development and implementation of Functional Behavior Assessments, Behavior Intervention Plans, and behavior protocols.
A Nurse – who provided emergency care, implementation of feeding protocols that involve feeding tubes, and coordination of health and safety plans.
A Program Assistant – who serves as a point of contact for students records
