Every November National Adoption Month reminds us of one thing, every child deserves a loving family. At Arrow, we’re committed to making that possible. Each year we walk alongside children in foster care who are waiting for the safety, stability and love of a permanent home. Through our foster to adopt programs, we guide families through the process; offering the training, support and community they need to open their hearts and homes. Adoption is a lifelong journey of healing and hope! From our team of Family Home Developers to our counselors and mentors, Arrow surrounds families with resources every step of the way. Together, we’re not only creating forever families, we’re changing futures.

How Arrow Helps
At Arrow, we believe every child deserves a safe, loving and permanent home. Through Foster to Adopt and Kinship Straight Adopt, we help families provide stability and belonging to children who can no longer remain with their birth families.
Foster to Adopt gives families the chance to care for a child in foster care with the potential for adoption when reunification isn’t possible. Kinship Straight Adopt supports relatives or close family friends in providing permanent homes more quickly, helping children stay connected to their roots.

Key Statistics
- There were 328,073 children in the foster care system across the whole nation and 505,682 that were served by the foster care system as of the 2024 Federal Fiscal Year. Source
- In Texas, there were 14,740 children in the foster care system across the state and 23,823 children were served by the foster care system as of the 2024 Federal Fiscal Year. Source
- According to DFPS there are 4,145 children that are legally free for adoption but waiting for adoption across Texas. Source
- As of August 31, 2025 there are 17,302 children in DFPS custody. Source
