4Kids4Families Permanency Specialist Named Region 4 CPS/SSCC Leader of the Year

4Kids4Families celebrates permanency specialist Morgan Scruggs after being named Region 4’s CPS/SSCC Leader of the Year at the Region 4 Child Welfare Board Award Luncheon July 11, 2025. The CWB recognized Scruggs for her outstanding service and unwavering commitment to children and families in East Texas.

The luncheon, hosted by the Region 4 Child Welfare Board, brought together leaders from across the region to honor those advancing the cause of child welfare. Barbara Long, President of the Region 4 Child Welfare Board, presented Scruggs with the honor.

“Permanency workers like Morgan are fierce advocates for the children they represent as they work tirelessly to see children placed in a safe, stable and permanent home,” Region 4 Child Welfare Board President, Barbara Long said. “We are grateful to have dedicated workers like Morgan looking out for these children.”

Scruggs transitioned to 4Kids4Families in May 2024. In her role as a permanency specialist, she supports children and families as they navigate the path toward safety, stability and long-term connection.

“This award means a great deal to me and has shown me that my efforts in helping families are seen and heard,” 4Kids4families Permanency Specialist Morgan Scruggs said.

In addition to receiving the regional award, the honor pushed Scruggs forward as a nominee for the statewide CPS/SSCC Leader of the Year recognition by the Texas Council of Child Welfare Boards.

“It is very eye-opening,” Scruggs said. “I had not realized the full scope of the impact I have had on children and families. It feels amazing to know that leadership is seeing the work that I am putting in.”

Long shared Scruggs’ recognition is not only well-deserved, but a powerful reflection of the dedication she brings to her work.

“We couldn’t be more proud to see Morgan win this award and wish her the best in the Texas Council of Child Welfare Boards statewide competition,” Long said.

Scruggs’ passion for child welfare work began early in life and continues to drive her dedication to permanency outcomes.

“It is my passion to ensure that children are safe and have a stable environment to thrive in their future,” Scruggs said. “If I can impact at least one child or family’s life for the better, then I feel I have done what is needed of me.”
